Strategic Orientation

Since 1999, on instructions from his Excellency the President of Tunisia Zine El Abidine Ben Ali, Tunisia started considering the place that should be dedicated to open source software in the national information and communication technologies strategy.
In this regard, a cabinet meeting fixed a national open source software plan on July 12, 2001. Other cabinet meetings treated this matter and designed the following objectives: 

  • To stimulate progressively open source software use and development in different sectors, particularly in education, higher education, and research.
  • To take advantage from the open source software opportunities in terms of creating new products and services for ICT companies.
  • To encourage the use and development of open source software in order to boost innovation, job creation, and entrepreneurship.
  • To take advantage of the benefits of open source software to enhance human resource skills and competencies in IT.
  • To make open source software a catalyst for development of the software industry and for strengthening the competitiveness of companies operating in the ICT sector
